The ‘local vs expat’ question is the wrong starting point. Start with the mandate, the autonomy model, and the execution risks.

A CEO decision framework

  • If the role is integration-heavy (HQ alignment, global process), expat or bicultural leaders can reduce friction.

  • If the role is market-navigation-heavy (local ecosystem, policy, partners), local leaders often win on speed and signal.

  • If autonomy is low, choose leaders who can influence without formal authority.

  • If autonomy is high, choose leaders with proven P&L ownership and governance discipline.

  • If the business is in turnaround, prioritize operators with crisis pattern recognition in China.

How to de-risk either choice

  • Define decision rights explicitly.

  • Build a dual-stakeholder onboarding plan (HQ + China).

  • Set 90-day outcomes and support commitments.

  • Measure progress against the scorecard—not anecdotes.
